He stands on the main street as the "Strange Guy" and introduces himself at great length. Work through the dialogue until he describes the Young Detective's Club and its membership cost: 10 Magnifiers, 1,887 Tassels, 1 slotted Bucket Hat, and 1,887 zeny.
Gather the four requirements.

Return, salute, and collect the cap.
With all four in your inventory, talk to Morris again. He asks you to prove your respect first -- choose Salute (not "Whatever...") to pass his "Test of Respect." He then checks each requirement, takes the materials and zeny, and hands you the cap.
