A chat security fix, Korean symbols in NPC texts show correctly, and the looping glow and sound of 4th-class ground skills end with the skill.

- Browser client: security fix for chat messages.
- Browser client: Korean symbols in official NPC texts (▶, ※, ★ ...) now show correctly instead of ¢º / ¡Ø.
- Browser client: the looping glow and sound of 4th-class ground skills (Hyunrok Breeze, Mission Bombard, Jack Frost Nova, Ground Gravitation and others) now end with the skill instead of playing until you relog.
