Decreases SP Consumption of Severe Rainstorm skill by 60.

Decreases Severe Rainstorm skill cooldown by 2 seconds.

For each 3 Refine Levels of equipped Headgear:

Increases Physical Damage against enemies of every size by additional 3%.
